When entering or leaving Rwanda, both people and commodities must first clear customs, which is handled by the Directorate General of Immigration and Emigration (DGIE). It is primarily responsible for granting and renewing passports and visas, controlling immigration at the country’s borders, and enforcing regulations on foreign workers’ rights to remain in Rwanda. The DGIE is also essential in border security, focusing on thwarting illegal immigration and the smuggling of drugs and other illegal goods.

Rwandan electronic travel documents
As of the 28th of June 2019, the Government of the Republic of Rwanda has begun issuing the Rwanda East Africa Community (EAC) e-Passport. It’s based on a completely new design, as announced by the Directorate General of Immigration and Emigration (DGIE).
The new passports are in accordance with the passport specifications of the East African Community and the technical requirements for travel papers as outlined in ICAO Document 9303. Rwanda’s new e-passport includes a sleek, contemporary design inspired by the country’s vibrant culture, as well as additional security measures that make it nearly impossible to forge.
Rwanda’s e-Passport booklets will be broken down into subtypes based on factors including page count, validity period, and cost.
One can purchase an ordinary passport with 50 pages and 5 years of validity for 75,000 Frw, an ordinary passport with 66 pages and 10 years of validity for 100,000 Frw, an ordinary passport for a minor with 34 pages and 2 years of validity for 25,000 Frw, a passport for military service with 50 pages and 5 years of validity for 15,000 Frw, a diplomatic passport with 50 pages and 5 years of validity for 50,000 Frw.
Biometric data collection is essential for the Rwanda e-Passport program. This will help verify the identity of applicants. With the exception of minors under the age of sixteen (16), all Rwandan citizens applying for an e-Passport will need to physically provide biometric data (ten fingerprints and a photo).
The process
The procedure will go as follows:
Payment making
Individuals will be responsible for applying and making payments via IREMBO. An ID card (Indangamuntu) and the appropriate fee for the type of passport being requested are the two basic requisites.
Biometric appointment
A biometric appointment at the Rwanda High Commission will be scheduled after an applicant receives an email with a unique reference number.
Your passport will be completed in Rwanda, but you’ll need to pick it up at the Rwandan embassy in your country. One can submit an application for a license through this service. The application for the visa must be submitted after the applicant has arrived in Rwanda. Foreign businesspeople, workers, and investors can legally operate in Rwanda with the proper documentation. The office of the Directorate General for Immigration and Emigration (DGIE) receives and processes the application.
There is a 7-day waiting period and a sliding fee scale, depending on the nature of the permission.
Prerequisites:
This service is available to those who do not have an Irembo account. Applicants need to specify their nationality and the type of document they plan to use to prove it (passport or other documents). The “permit type” determines the permitted attachments. A white-background photo, a copy of the biodata page from your passport, and an application letter are typical supporting documents.
The following specifications apply to file sizes and types for attachments:
- Photographic scan on a white background (Format: JPG, Size: 500KB).
- Page from a scanned passport including personal information (Format: PDF, Size: 500KB).
- Email covering letter and other certifications in PDF format (Adobe Acrobat, 500KB).
- Permits can be broken down into two distinct groups.
- Permission to stay in the country temporarily.
- Possession of a valid residence permit for the remainder of the time.
